			<content:encoded><![CDATA[<p>AdvantageHGV can reveal that the DSA is seriously considering reducing the age you can try for your HGV licence from 21 to 18. With the new &#8216;Drivers CPC&#8217; coming into force in September 2009, drivers will have to complete an extra 35 hours of training before gaining their HGV licence. This extra training may make it possible for trainees as young as 18 to take their HGV test.</p>
<p>AdvantageHGV Training Director James Clifford had this to say on the matter:</p>
<p>&#8216;The new Drivers CPC will ensure that all new HGV drivers are trained to the best possible standard. The DSA now believes that the additional training will make it possible for younger drivers to take the course. This is great news for the industry - with HGV drivers still in chronic short supply - dropping the licencing age to 18 will have a positive effect.&#8217;</p>
<p>AdvantageHGV - the UK&#8217;s largest single trainer of HGV drivers - is geared up for the change, said Clifford:</p>
<p>&#8216;We have over 1,000 trucks at our disposal and we&#8217;re more than ready for an influx of 18-20 yr old drivers queuing up to get their licences in late 2009. HGV drivers continue to earn above average salaries - so a career as a driver could be very lucrative for teenagers!&#8217;</p>

			<content:encoded><![CDATA[<p>Shell tanker drivers, who recently went on strike over pay, look closer to achieving their target of a £40,000 a year salary. The tanker drivers, who all have an HGV C+E licence, feel that their job should be highly paid.</p>
<p>The HGV driver industry currently offers some of the best wages to work ratio in the UK. Fuel tanker drivers can expect to earn at least £32,000 a year - and all they need is an HGV C+E licence and an ADR (Hazardous Goods) certificate. Both of these qualifications, available from AdvantageHGV, can be obtained in 6-8 weeks - with a well-paid driving job available shortly afterwards.</p>
<p>The Shell dispute only highlights how important HGV drivers are to our economy, and those who carefully and professionally drive 200,000 litres of petrol across Europe, should be rewarded.</p>

			<content:encoded><![CDATA[<p>The latest stats from the DVLA show that more and more people are applying for their provisional LGV / HGV licence, with a view to training to become a professional driver.</p>
<p>Industry figures reveal that the chronic driver shortage shows no signs of letting up. With an estimated 80,000 HGV vacancies in the UK alone (6,000 of those jobs can be viewed here:  <a href="http://www.advantagehgv.co.uk/hgv_jobs.php">www.advantagehgv.co.uk/hgv_jobs.php</a>), training to become an HGV driver is still the career of choice for 1000&#8217;s of people.</p>
<p>Driver&#8217;s unions have recently campaigned to give HGV drivers a minimum wage of £36,000 - and companies such as DHL are considering these proposals. In fact, the wages of a qualified HGV driver have continued to rise way above inflation, year on year for the past 10 years.</p>
<p>With a Europe wide change in the rules to becoming an HGV driver (from Sep 2009 new drivers will have to complete an extra 35hrs of training), new recruits are flocking to the market. Companies such as AdvantageHGV, the UK&#8217;s largest provider of driver training courses, are bracing themselves for a &#8216;booking frenzy&#8217; in the months immediately before the new rules kick in.</p>
<p>So, with £36,000 a year fast becoming a reality for an HGV driver and with over 80,000 jobs showing no signs of being filled in the immediate future - Summer 2008 is the year to train as an HGV driver.</p>
<p>James Clifford, head of UK HGV Training, had these final words to say on the subject:</p>
<p>&#8216;With the fast approaching new EU laws on HGV driver training, the days of the 5 day course will soon be numbered. We advise anyone thinking of trying for their licence to book a training course ASAP - as soon it will take twice as long and cost twice as much!&#8217;</p>

			<content:encoded><![CDATA[<p>100&#8217;s of HGV drivers from all over the UK, descended in their vehicles to London - where they have staged a protest against rising fuel prices. With diesel prices now hitting £1.30 a litre, some haulage firms believe they will go bust very quickly. It now costs over £1,000 in diesel costs to run a HGV for a week, a figure which the haulage world are not happy with.</p>
<p>Protesters have demanded a 25p rebate for essential commercial use, which will bring the UK in line with other European countries. Some members of Welsh HGV firms have threatened to block ports and refineries if the government doesn&#8217;t budge.</p>
<p>Petrol and diesel prices are currently 70% tax - so it makes sense for the government to reduce duty when oil prices rise. Other EU countries have helped their citizens quickly and efficiently. The French immediately cut the duty on fuel when oil prices started to rise earlier this year. That example of a forward thinking and helpful government is a far cry from Brown and Darling&#8217;s incompetence and greed.</p>
<p>Commentators are predicting a repeat of 2001&#8217;s fuel protest, which brought the country to a standstill and like the 10p tax before, the government is widely expected to complete a u-turn on this policy. Hopefully HGV firms, drivers and the millions whose jobs depend on the haulage industry, will be given a helping hand by our so called &#8216;Labour&#8217; government.</p>

			<content:encoded><![CDATA[<p>Norwich Council have narrowly voted in favour of allowing HGVs to use bus lanes when entering the city. The scheme, which was opposed by cyclist groups, hopes to alleviate congestion on main roads.</p>
<p>The forward-looking scheme will help with congestion. Bus lanes, although taking up half the road on approaches to Norwich, are only utilised by 10% of the traffic. This forces the other 90% (including HGVs) to sit in solid traffic, which causes more emissions, more noise and loses business £millions. By allowing HGVs to travel in the bus lanes, Norwich can ensure that delivery of fresh produce and consumer goods can arrive safely, quickly and with less impact on the environment.</p>
<p>Adrian Gunson, a voting member on the committee, supported the scheme and saw the benefits for the city as a whole.</p>
<p>He said: “The point is we&#8217;ve been asked today by those who are opposed to it to treat it as if Norwich is exclusive to cyclists&#8221;.</p>
<p>This sensible approach would work well in other cities - especially London, where roads have been hi-jacked by cyclists lobbies - yet cyclists account for no more than 9% of road traffic in the city.</p>
<p>Allowing HGVs and private cars (if they are occupied by two or more passengers) to use bus lanes in the Capital would be a remarkable step forward. An unavoidable fact of our &#8216;home shopping&#8217; generation, is that more and more goods need to be transported by HGV. Every Tesco / Ocado home delivery needs a qualified HGV driver - and the roads need to accommodate this fact.</p>

			<content:encoded><![CDATA[<p>A BBC investigation has discovered websites where HGV licences can be bought for as little as £250. The site, which maintains it sells &#8216;novelty&#8217; driving licences, will send an almost perfect copy of a UK driving licence (with whatever categories you want on it) once you pay them £250.</p>
<p>Although the HGV entitlement on the licence is fake - and won&#8217;t show up if a police officer or employer checks with the DVLA - but concerns have been raised that the licences look real enough to pass roadside checks.</p>
<p>The licences can also be ordered with a paper counter-part if an extra £100 is added to the bill and this has raised concern amongst HGV operators. HGV training courses take a minimum of 5 days to complete, with a vigorous DSA driving test at the end.</p>
<p>Anyone thinking of buying a fake HGV licence could be in for a shock if they try and use it to get a job. Gary Benardout, Managing Director of AdvantageJobs said:</p>
<p>&#8216;At Advantage we have over 5,000 HGV positions available at any time, if a potential employee were to arrive for a job interview with a fake licence, the consequences would be dire. 99% of employers will screen HGV licences via the DVLA hot-line - and if a fake licence holder is sitting in-front of them&#8230;they&#8217;ll call the police&#8217;.</p>
<p>The police can prosecute fake licence holders for fraud, and in the event of an accident, hefty jail terms can be handed down to non-insured, fraudulent licence holders.  The DVLA and the police have powers to enforce jail terms of <strong>10 years</strong> for fake licence holders.</p>

			<content:encoded><![CDATA[<p>Finland became the latest European nation to decide against road pricing plans for HGVs. Britain is still thinking about introducing a &#8216;pay as you go&#8217; scheme for HGVs across the UK. These plans have been rubbished by the FTA and RHA as &#8216;unworkable&#8217;. The pay as you drive option (to replace road tax) would mean the HGV drivers, owners and operators end up paying a fortune in tax - as they travel the highest mileage of any vehicles on the road.</p>
<p>Finland&#8217;s transport and communications ministry said in a statement Thursday it had stopped planning a trial of a heavy goods vehicle road pricing scheme for want of a workable technical solution. The government had intended to test an HGV road pricing system in southeastern Finland, which has long experienced congestion in the form of lorries heading for Russia. The ministry said in the statement that the introduction of road pricing would have reduced the area&#8217;s competitiveness.  However, the working group that dismissed the road pricing trial also proposed charging vehicles entering a new lorry park to be built in the southeast. The government hopes the 24-million-euro lorry park will ease congestion on roads leading to border crossings.</p>

			<content:encoded><![CDATA[<p>Over the weekend Londoners removed &#8216;Red&#8217; Ken from office and voted in Blue Boris to be London&#8217;s Mayor. But what does this change mean for London&#8217;s HGV industry?</p>
<ul>
<li>Boris has stated he will halt the planned £25 a day congestion charge. This will be a welcome relief for small businesses and families in the capital. Advantage HGV spoke to Brian Gomez, a self employed heating engineer. &#8216;The threat of a £25 a day Congestion Charge would have bankrupted me,&#8217; said Gomez, &#8216;I can&#8217;t afford to buy a new van, yet the old one would have cost me over £6,000 a year to visit customers in London, I&#8217;m over the moon Ken&#8217;s gone.&#8217;</li>
<li>Mayor Johnson has also said he will review the Western extension of the Congestion Charge - if this removed it will again provide blessed relief for the HGV and haulage industry working in and delivering to the capital</li>
<li>The LEZ also looks set to be reviewed - with a hope that the current draconian punishments for HGV firms who can&#8217;t afford the costly uprgrades, be scrapped</li>
</ul>
<p>On a wider national level, the election results look set to benefit HGV drivers, firms and individual motorists across the UK. Gordon Brown&#8217;s Labour government took such a beating last Thursday - that the Prime Minister will be forced to re-evaluate some of his controversial tax rises. Hopefully we can expect to see:</p>
<ul>
<li>A cancellation of the proposed 2% fuel duty rise in October</li>
<li>A review of the controversial road tax rises based on engine size</li>
<li>Re-introduction of the 10p tax rates</li>
</ul>
<p>If the above happens, then we can be thankful for Boris and what he has achieved. HGV training costs will be kept lower if fuel price rises are scrapped and HGV operators will find it easier and more profitable to operate in London.</p>

			<content:encoded><![CDATA[<p>Transport for London claims 400 operators have already registered to join its HGV / LGV Operator Recognition Scheme (FORS). Officially launched at the CV Show last week, the scheme is free and open to all van and lorry operators driving in and around London who meet the FORS standards. Glen Davies, HGV / LGV development manager at Transport for London, tells MT:</p>
<p>&#8220;Companies were able to register online before the scheme was rolled out. Our target is to have 500 members on board in the first year.&#8221;Registering online is just the first step in the membership process after completing a self-assessment, a member of the Metropolitan Police Service Commercial Vehicle Education Unit will visit the operator&#8217;s premises to carry out a formal assessment. If the operator meets the criteria, they will then be awarded either a gold, silver or bronze membership to FORS. To date, 12 police officers make up the FORS assessment arm, but if necessary, &#8220;more resources will be added,&#8221; claims Davies. Stephen Steele, head of TfL&#8217;s HGV / LGV unit, adds:</p>
<p>&#8220;We hope the scheme will encourage HGV / LGV operators to focus on how they can adopt better working practices to make them stand out from their competitors and make their businesses more efficient, while actively contributing to the wider agenda of reducing their impact on climate change and improving sustainability.&#8221; For more information about FORS, which is part of the wider London HGV / LGV Plan, published in January 2008</p>

			<content:encoded><![CDATA[<p>The number of resident drivers from other EU states on UK roads has risen on UK roads by 270,000 in the last six years.<br />
Research by insurance company LV= reveals the cost to the economy of foreign EU drivers will total £795 million in 2008 - a rise of more than £100 million from 2006.<br />
The number of foreign EU drivers resident in the UK has risen by more than 50 per cent between 2001 and 2007.</p>
<p>With 88 per cent of these newcomers coming from 2004 onwards, the report indicates the ten countries that joined the EU in that year, and the two doing so in 2007, have driven the increase in total EU drivers.</p>
<p>Additionally, HGV traffic has also risen by over 33 per cent in the same six year period. One in seven HGVs on UK roads is from another EU country.</p>
<p>&#8220;There has been a steep rise in drivers from other European countries over the past few years and our report shows the cost of insurance claims, accidents and potential congestion has escalated as well,&#8221; said John O&#8217;Roarke, managing director of LV=.</p>
<p>&#8220;The development of the EU has enabled people to be much more mobile in their lives and work, however, there appears to have been little forward planning to cope with the impact of this. For the safety and benefit of all drivers on UK roads - both UK and foreign nationals - we believe the tightening of driving standards across the EU should now be a government priority.&#8221;</p>
<p>LV= is calling on the government to introduce more stringent EU-wide driving standards to diminish the extra cost for UK drivers.</p>
<p>Insurance claims involving foreign EU drivers in the UK have grown in number since 2001, according to data from the Motor Insurers Bureau (MIB).</p>
<p>Since 2001, collisions involving said drivers have risen by 61.4 per cent (from 11,685 to 18,865). Polish motorists top the accident tables, with 16.6 per cent of all claims.</p>
<p>&#8220;One of the particular problems we as an insurance industry, and therefore motorists, suffer is the ability to resolve a claim quickly when it involves a vehicle from outside the UK,&#8221; Mr O&#8217;Roarke continued.</p>
<p>&#8220;When two vehicles from different countries are involved in an accident the current process is costly and slow, meaning that the most complex claims can take years to settle.</p>
<p>&#8220;This is because there are so many intermediaries involved in the negotiations. By tightening up driving and vehicle standards across the EU we can hopefully reduce the number of accidents.</p>
<p>&#8220;The insurance industry is already feeling the effects of the increasing numbers of EU drivers on British roads through rising claims costs.</p>
<p>&#8220;This could potentially impact insurance premiums, while the expense of additional emergency services and road maintenance will inevitably have to be met by the British taxpayer.</p>
<p>&#8220;There is already some Europe wide legislation planned but this needs to be widened and brought forward to help alleviate the issues.&#8221;</p>
<p>Steve Green, chief constable of Nottinghamshire police and the Association of Chief Police Officers lead on road policing, said: &#8220;We are aware that with the changing economy and cultural diversity brought about by the development of the EU, there has been a significant increase in the number of foreign nationals using our roads.</p>
<p>&#8220;This obviously has an impact on congestion and puts additional pressure on the Police and emergency services. However, we are working closely with the Department for Transport to ensure that our legislation and policing methods are evolving to make dealing with foreign national drivers easier.&#8221;</p>
<p>In contrast recently released by the AA finds average comprehensive car insurance premiums fell 0.5 per cent to £681.93 in the first quarter of 2008, down from £685.29 in the previous quarter.</p>
<p>Similarly, the average third-party fire and theft car insurance premiums fell 0.9 per cent to £838.50 over the period, down from £846.28 final quarter of 2007.</p>
<p>Indeed, the AA research finds the industry remains unprofitable, with insurers paying out £112 in claims for every £100 taken in premiums.</p>

<p>HGV haulage within the European Union (EU) is set for constant expansion until 2030, according to a detailed report written for the European Commission. It predicts that 2005&#8217;s EU HGV total haulage of 2,464 gpkm (one billion tonnes carried over one kilometre) will rise to 2,770 by 2010 3,061 by 2015 3,321 by 2020 3,546 by 2025 and 3,717 by 2030. HGV haulage will command the lion&#8217;s share of this business, growing from 72.6% in 2005 to 75.4% by 2030.</p>
<p>The study - carried out by the National Technical University of Athens, Greece - also predicts there will be growth for the freight volumes carried by rail and inland waterways, reversing a recent contraction in rail freight. Rail and inland waterways will grow by 1.4% and 1% per year respectively from 2005 to 2030.</p>
<p>But the amount of freight per unit of GDP in the EU will fall because of factors such as transport productivity. &#8220;The projection shows freight activity per unit of GDP declining from 0.225 tonne-km per €0.05 of GDP in 2005 to 0.199 tonne-km per €0.05 of GDP,&#8221; notes the report, adding that this represented &#8220;a gradual decoupling of freight transport from GDP growth&#8221;.</p>

			<content:encoded><![CDATA[<p>Norwich has abandoned plans to introduce a congestion charge after a study revealed that it wouldn&#8217;t raise enough money to fund other transport schemes. However, the £500,000 report has strengthened the case for a Norwich Northern Distributor Road (NDR), which would cut city-centre travel time by 16%.</p>
<p>The county and city councils used money from the government&#8217;s transport innovation fund to investigate the potential of a congestion charge in the East Anglian city. A feasibility study found that charging vehicles to go inside Norwich&#8217;s inner ring road would only produce a &#8220;modest&#8221; surplus, insufficient for significant investment in other transport projects.</p>
<p>A recommendation from the local authorities will be made in May for no further work to be carried out. It states: &#8220;We do not feel we could put together a sufficiently attractive package capable of securing sufficient public support for successful implementation. It is unlikely that we could prepare a satisfactory bid to government for substantive funding.&#8221;</p>
<p>Adrian Gunson, cabinet member for planning and transportation, says: &#8220;The council always envisaged that an acceptable road-pricing scheme would have to provide funds for significantly improved public transport and to accelerate projects such as the Northern Distributor Road. Pricing people off the city-centre streets without offering attractive alternatives is not what we are trying to achieve.&#8221;</p>
<p>Gunson adds: &#8220;On its own, the NDR would cut city centre travel time by 16% and distance travelled by 13%, as well as being the only proposal that would taking rat-running traffic out of Thorpe St Andrew, Sprowston, Catton, Hellesdon and other residential areas.&#8221;</p>

			<content:encoded><![CDATA[<p>An Employment Tribunal has given partial support to a sex-change HGV driver in a discrimination case after he transformed himself from Mike Gaynor to Vikki-Marie Gaynor. Gaynor went to the tribunal after she claimed she had been put in a position where she had to resign from her job with Exel Europe.</p>
<p>Gaynor took her action in the Employment Tribunal against both Exel Europe and recruitment agency Blue Arrow. She claimed she was discriminated against after turning up for work in women&#8217;s clothes, earrings and make-up during the time that she was in transition from being a man to being a woman.</p>
<p>The tribunal considered a number of allegations, two of which it accepted but several of which it rejected. It accepted that Gaynor was removed by Exel from her regular work run &#8220;in part because of her transition status&#8221;. The tribunal also says that Blue Arrow discriminated against Gaynor in the way it dealt with her grievances.</p>
<p>But a number of other allegations were dismissed, including the suggestion that her employers discriminated against her in the allocation of runs after she was removed from her usual work. The tribunal also rejected a claim that the removal of some of Gaynor&#8217;s property from a cab was discriminatory and it ruled that Exel Europe did not discriminate against her in the way it dealt with her grievances.</p>
<p>Blue Arrow said after the case that it &#8220;accepts the outcome of the employment tribunal&#8217;s ruling&#8221; and added it is &#8220;committed to fair treatment for all&#8221;. DHL Exel Supply Chain said it is &#8220;currently considering the reserved judgement of the Liverpool Employment Tribunal and until that is complete it would not be appropriate for us to comment further&#8221;. Compensation for Gaynor has not yet been decided but will be considered at a remedy hearing, the date of which is yet to be fixed.</p>

			<content:encoded><![CDATA[<p>Volvo have launched the new FE series truck - which runs on a combination of diesel and electric power, a first for the HGV world.</p>
<p>Volvo has begun field trials of a new parallel hybrid truck. The Swedish manufacturer appears to have made a major leap in battery technology and plans volume production of this dual-fuel chassis in around two years&#8217; time. The culmination of 20 years of research and development, the 26-tonne FE-series rigid is fitted with diesel and electric power sources and carries a waste-collection body. Volvo claims this development to be an &#8220;environmental and carbon-neutral transport&#8221;, which aside from emissions reduction, also cuts noise pollution. Intended primarily for urban collection and distribution duties, the FE hybrid also has the potential to run on biofuel.</p>
<p>The truck scores over previous prototypes in eliminating the payload penalty incurred by onboard batteries by using a lighter, lithium-ion type. The driveline comprises a 320hp, Euro 5 diesel engine, automated clutch, I-Shift gearshift, integrated starter alternator motor (I-SAM), energy converter, lithium-ion batteries and a powertrain management unit (PMU). Volvo says this technology is more reliable than natural gas/diesel dual-fuel vehicles and cites potential fuel savings of 15% to 20% for distribution work and 15% to 30% for refuse collection. Electric power is used for starting the vehicle, accelerating to 20km/h, start/stop work, short periods of idling and loading. During electrical operation, the diesel unit stops completely.</p>
<p>Electric power has extremely good torque characteristics, enabling a smaller and lighter diesel engine than customary at this GVW to be specified. Diesel propulsion better suits higher speeds - for example, main road running. All refuse bodies have too many moving parts to be very light, but the Norba &#8216;plug-in&#8217; system&#8217;s 1.2-tonne weight combined with an unladen body weight of five tonnes permits a respectable 11.5-tonne payload on a 26-tonne GVW hybrid vehicle. The system is designed for stand-alone operation and operated by an electric engine powered by batteries charged from cheap off-peak power supplies. Norba - part of the Oshkosh group - claims the stand-alone system gives zero CO2 emissions and a 20% fuel saving when used with a conventional chassis, and potentially more with a parallel hybrid. The operation is also very quiet, ideal for residential areas.</p>
<p>Renova, a large Swedish recycling and waste collection company owned by 11 municipalities, operates Volvo&#8217;s field trial truck. Because refuse trucks are stationary 60% to 70% of the time, parallel hybrid technology is ideal, as bins can be hoisted and rubbish compacted using just electric power. Renova charges the body batteries with &#8216;green&#8217; electricity, and says dual diesel/electric operation reduces overall emissions by up to 30%. &#8220;Hybrid technology will play a major role in the future as the climate and fuel dependency come into ever-sharper focus,&#8221; says Mats Franzen, engine manager at Volvo Truck. &#8220;No matter which fuels dominate in the future, their supply will be limited&#8230; In long-haul operations, the percentage (fuel) reduction will not be as great, but the total fuel saving will be considerable.&#8221;</p>
<p>A representative of Coca-Cola UK&#8217;s transport operation was at the recent hybrid launch in Gothenburg. Darren O&#8217;Donnell, logistics asset manager, says: &#8220;At Coca-Cola Enterprises, corporate responsibility and sustainability is a key priority. In the US, we are already on track to have the largest hybrid truck fleet with 120 hybrid vehicles operational by the end of the year. We remain interested in new opportunities in this field across our business.&#8221; Volvo reckons it is &#8220;too early to say&#8221; on pricing.</p>

			<content:encoded><![CDATA[<p>Culina Logistics has begun a recruitment drive for its new warehouse in Suffolk, due to open in August 2008. The company wants shift managers, team leaders, HGV drivers and general warehousing operatives to work at the 191,000ft2 facility in Haverhill. Culina says 650 new jobs will be created at the 12.4-acre site when fully operational - including 100&#8217;s for HGV drivers.</p>
<p>It will operate 24-hours a day, have space for 75 HGVs and trailers, and provide chilled storage and distribution services for retailers across the UK. Richard Berry, head of human resources at Culina, says: &#8220;The new site is making excellent progress. &#8220;We&#8217;re looking for people who share our vision of providing high-quality, customer-focused service.&#8221;</p>

More than 1,000 people die prematurely each year as a result of the poor air quality, with a similar number hospitalised. Many others are affected at certain times through asthma and other respiratory ailments. This is why I introduced the LEZ. However, the scheme has created benefits for many delivery firms. Seventy thousand fewer vehicles enter the congestion zone each day, meaning that delivery vehicles are able to make more drops. Despite reports that congestion is close to where it was before the scheme, this is predominately due to a significant increase in utility works. Without the Congestion Charge, central London would be in gridlock.<o:p></o:p></span><u1:p></u1:p><span style="font-size: 10pt; color: #555555; font-family: Symbol" lang="EN-GB">·</span><span style="font-size: 10pt; color: #555555" lang="EN-GB"><font face="Times New Roman"> </font></span><strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Johnson:  </span></strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">The Congestion Charge worked once. Now congestion is worse than before. The entire system needs an overhaul. That is why I will scrap the £25 charge and implement a review of the system, pending the handover of contracts for running the Congestion Charge from Capita to IBM in 2009. The current regime of fining and exempting is too draconian. We need fresh thinking to stop penalising the motorist and keep congestion and emissions down<o:p></o:p></span><span style="font-size: 10pt; color: #555555; font-family: Symbol" lang="EN-GB">·</span><span style="font-size: 10pt; color: #555555" lang="EN-GB"><font face="Times New Roman"> </font></span><strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Paddick:  </span></strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">I propose to scrap the western extension of the Congestion Charge into Kensington and Chelsea. CVs in the Central Zone will continue to be charged: it is important that operators make the most efficient use of trips during the daytime. We will consider adapting the technology already installed for the LEZ to facilitate a perimeter charge on the GLA boundary. This will not apply to CVs and should help operators by reducing unnecessary traffic on arterial routes from the boundary into inner London.</span><span style="font-family: Georgia" lang="EN-GB"><u1:p></u1:p><font size="3"><font color="#000000"> <o:p></o:p></font></font></span></p>

Over time HGV s have become much quieter so I feel it is time that the boroughs review the whole approach to the scheme. Where businesses can be adequately serviced at night, without disturbing neighbouring properties, this should be considered. Such a measure will assist the HGV industry and help to reduce congestion during the day.<o:p></o:p></span><u1:p></u1:p><span style="font-size: 10pt; color: #555555; font-family: Symbol" lang="EN-GB">·</span><span style="font-size: 10pt; color: #555555" lang="EN-GB"><font face="Times New Roman"> </font></span><strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Johnson:  </span></strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">The LLCS performs an important function. It is however also important that we have uniform loading restrictions and delivery windows for HGVs across London. The HGV industry should not be made to continually suffer at the hands of the disparities between boroughs.<o:p></o:p></span><u1:p></u1:p><span style="font-size: 10pt; color: #555555; font-family: Symbol" lang="EN-GB">·</span><span style="font-size: 10pt; color: #555555" lang="EN-GB"><font face="Times New Roman"> <span> </span></font></span><strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Paddick:  </span></strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Night-time deliveries should be explored now that new technology permits much quieter operations – avoiding much peakhour congestion in the first half of the morning.</span><span style="font-family: Georgia" lang="EN-GB"><u1:p></u1:p><font size="3"><font color="#000000"> <o:p></o:p></font></font></span></p>

This will have an impact on the surrounding area and it is the job of the Olympic Delivery Authority to find the best way of dealing with this. Its plan is to utilise rail and river options as much as possible to transfer bulk goods, which will help take pressure off the local road network.<o:p></o:p></span><u1:p></u1:p><span style="font-size: 10pt; color: #555555; font-family: Symbol" lang="EN-GB">·</span><span style="font-size: 10pt; color: #555555" lang="EN-GB"><font face="Times New Roman"> </font></span><strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Johnson: </span></strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB"> The Olympics need to be handled properly and the costs must not spiral out of control. I have set a top cost for the Olympics of 38p per week of the Mayoral precept. Livingstone has never been able to deliver value for money. He has raised Tube fares to pay for the disastrous collapse of Tube company Metronet, with £2m lost each day. We need to deliver infrastructure upgrades to cost and only a Mayor who can deliver value for money will get this done on time and to budget.<o:p></o:p></span><u1:p></u1:p><span style="font-size: 10pt; color: #555555; font-family: Symbol" lang="EN-GB">·</span><span style="font-size: 10pt; color: #555555" lang="EN-GB"><font face="Times New Roman">  </font></span><strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Paddick:  </span></strong><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB">Rail HGV routes need enhancing – I will press for an upgraded Felixstowe-Nuneaton line, which would reduce pressure on the North London and Gospel Oak-Barking lines. Barge traffic on the Thames should be encouraged: it is vital that docking sites are safeguarded along the river and in the Lea Valley. However, road HGV remains key: I will be keeping a close eye on all the Olympic Delivery Authority plans<o:p></o:p></span><u1:p></u1:p><span style="font-size: 10pt; color: #555555; font-family: Arial" lang="EN-GB"><o:p> </o:p></span></p>

<p>And the borough&#8217;s mayor, Councillor Wendy Smitten paid him a visit at the Sheepy Road depot in Atherstone where he is based.</p>
<p>Atherstone-based Pete, who is known as Jack to his colleagues, originally started on the bins, way before wheelie bins were introduced.</p>
<p>At the age of 21, he took his HGV licence and has been a driver for the refuse service ever since.</p>
<p>Pete, aged 59, has recently shed almost a stone in weight, by eating properly and avoiding cheese.</p>
<p>And he was presented with a bin full of fruit to mark his anniversary.</p>

<p><span class="red">The Government is cracking down on HGVs that put other road users at risk.</p>
<p>An extra £24m is being given to the Vehicle Operator Services Agency (VOSA) to fund a 50% increase in the number of checks carried out, helping to ensure that these HGVs are more effectively apprehended.</p>
<p>Enforcement figures show that HGVs from abroad are more likely to be overloaded, unroadworthy or driven in excess of drivers&#8217; hours rules than their UK counterparts.</p>
<p>With the money, VOSA will also be able to open two more enforcement sites in locations where there is a high volume of high-risk HGV traffic.</p>
<p>It will also allow inspectors to carry out checks 24 hours a day, every day of the week, at two sites, one on the M6 and one in North Wales. Similar &#8216;24/7&#8242; checks will happen at other sites over a three-year period.</p>
<p>In addition, VOSA will be able to employ 97 more enforcement staff and almost double the number of prohibitions they issue, where a driver or vehicle is prevented from continuing their journey until the fault has been rectified.</p>
<p>VOSA already uses technology to tackle unroadworthy foreign HGVs, including weigh-in-motion sensors to spot overweight vehicles and automatic numberplate recognition technology to spot operators with a poor compliance record.</p>
<p>• Last year, the Department for Transport handed out &#8216;Fresnel&#8217; lenses to foreign drivers, which cut the incidents of side-swiping (overtaking accidents caused by foreign drivers&#8217; poor visibility) by 59%. </span></p>

<p>The current HGV Theory Test consists of 65 questions - of which the trainee driver must correctly answer 60 correctly to pass. From July this year, the HGV Theory Test wil increase to a 100 question exam - with students needing to answer a minimun of 80 questions correctly in order to pass.</p>
<p>Any student booking an HGV course booked before July, will be the last to take the exam at the 65 question level.  So, if you want a slightly easier route to becoming an HGV driver - book now or start revising!</p>

Instead of the simple, cost-effective 5 day courses - all trainee HGV drivers will have to complete a Driver&#8217;s CPC (Certificate of Professional Competence). This will involve an extra written examination and a longer DSA practical test. The details of exactly what to expect are sketchy - but everyone agrees that the main change will be in price.</p>
<p>James Clifford - Director of Training at the UK&#8217;s largest HGV training school, AdvantageHGV, said:</p>
<p>&#8216;We don&#8217;t know what the full cost implications of the new legislation will be other than an increase in the time and expense required to train as an HGV driver.&#8217;</p>
<p>He went on to say: &#8216;We&#8217;re expecting the next 18mths to be extremely busy as the leading HGV training companies gear to train drivers before the new rules kick in&#8217;.</p>
<p>The advise from the experts is to train now or risk paying more next year. Advantage HGV have laid on even more trucks - and now train in over 45 centres across the UK - ahead of the expected increase in trainees.</p>

			<content:encoded><![CDATA[<p>British Airways (BA) has invested £40m in new vehicles for Heathrow&#8217;s Terminal 5 (T5), the majority of which will go into service today (27 March) for the first time. Steve Cobbold, head of engineering at VT Airside Solutions, the company responsible for specifying, managing and maintaining BA&#8217;s 4,000-strong Heathrow fleet, explains that when the airport opens for business, each stand will have approximately £1m-worth of vehicles on it. And for this to happen, he, and a team of 80 people, will have to move 650 pieces of equipment the night before. &#8220;It&#8217;s going to be a long night,&#8221; he says.</p>
<p>But Cobbold is looking forward to the switch, after all, he&#8217;s been preparing for it for several years. VT&#8217;s workshop is up and running and the new vehicles are in place. In total, there will be 1,500 vehicles (including trailers) in operation at T5. VT will manage and maintain them for the duration of their working lives, which in the case of most vehicles will be 10 years, on environmental grounds. &#8220;But there are exceptions,&#8221; says Cobbold, who explains that airport operator BAA permits some specialist kit (vehicles with bodies that are worth at least 50% of the total cost of the vehicle) to be run for 15 years. And if they comply with specific emissions requirements, their lifespan can be extended to 20 years.</p>
<p>But these rules only apply to trucks that stay airside. Heathrow&#8217;s perimeter roads are within London&#8217;s Low Emission Zone at the request of BAA. &#8220;This has been a real problem for older specialist kit, some of which might only cross the perimeter road,&#8221; says Cobbold. Although the fleet covers very low mileage and never exceeds 30mph, the hours of operation are long and the working environment hostile. Vehicles compete for limited space under aeroplanes, with obvious results. Last year BA put three Piaggio pickups into operation on a Monday morning, and all were damaged by the Thursday. &#8220;It&#8217;s almost a case of survival of the fittest out there,&#8221; says Cobbold.</p>
<h3>18-tonne rigids:</h3>
<p>VT has opted for 15 Mercedes-Benz Axors, equipped with two-pedal Allison transmissions. Cobbold explains that taking away the clutch is an important safety measure, as it gives the driver one less thing to think about. He adds: &#8220;You need to be extremely precise when edging up to aeroplanes. The Allison transmission is perfect for this environment.&#8221;</p>
<h3>Baggage Tractors:</h3>
<p>T5&#8217;s steep gradients - found on its numerous underground roads - were problematic when it came to specifying baggage tugs. Cobbold explains that not only were the old electric tugs incapable of making the gradients, but it was the same story with new vehicles. VT asked interested parties to develop a T5-specific vehicle, and the winning manufacturer was Linde, with this Basingstoke-built electric tug. It has a 43-mile range, a 17mph top speed, a six-hour recharge and costs £33,000. BA has bought 160 of them.</p>
<h3>Breakdown Truck:</h3>
<p>This £160,000 Daf CF 460 with Dyson Pioneer bodywork, has the capability of towing vehicles weighing up to 60 tonnes, and will be used to move everything from coaches to elevator loaders. Its low height makes it ideal for manoeuvring through T5&#8217;s various tunnels.</p>
<h3>Elevator Loaders:</h3>
<p>Of the £40m BA has spent on new vehicles, a sizeable chunk (£5m) has gone on 49 new FMC Elevator Loaders. These vehicles are not built for speed, and take a long time to travel to the workshop. For this reason, VT intends to carry out most servicing and repairs airside. Cobbold explains that VT had to prove to BA that measures are in place to prevent fluids or tools being left on the runway.</p>
<h3>Terminal Tractors:</h3>
<p>Eighty-five of these Terberg tractors are about to go into operation at T5. They were chosen for their ability to ascend and descend the steep gradients while pulling a pair of 9-tonne cargo dollies. The tractors are equipped with towbars, and the fifth-wheels have been replaced with 4.5 tonnes of ballast for improved traction.</p>
<h3>Aeroplane starter:</h3>
<p>Could this be the world&#8217;s most expensive Mercedes-Benz Sprinter? It cost £148,000 and is one of eight going into service at T5. Of course the costly bit is the turbine on the back, which is used to start-up aeroplanes.<em> </em></p>

			<content:encoded><![CDATA[<p>Angela Eagle, exchequer secretary to the Treasury, took the unusual step of visiting South Wales haulage firm Owens Road Services last week to find out first-hand how fuel tax rises affect the industry. Eagle&#8217;s visit on 27 March was organised by Owens, the FTA and local MPs Nia Griffith and Dr Hywel Francis. The Llanelli haulage firm presented figures to Eagle which show the postponed fuel duty rise - originally planned to take place this week - would have cost Owens an additional £250,000 Ian Gallagher, policy manager for Wales at the FTA, thinks the meeting was valuable.</p>
<p>&#8220;The minister was confronted with [an FTA] member face-to-face, rather than through an association,&#8221; he says. &#8220;And she realised, I hope, that the pressure we are putting on the Treasury is not the concern only of a lobbying group, but has some very real foundations. Owens was able to reiterate the concerns from a grass-roots level.&#8221;</p>
<p>Gallagher hopes to bring a number of operators to face-to-face meetings with senior MPs, including the secretary of state for Wales, Paul Murphy, or senior civil servants, as the FTA begins its fight against the proposed 2p/litre fuel duty rise scheduled for October. No-one from the Treasury was available to comment as MT went to press.</p>

			<content:encoded><![CDATA[<p>The Society of Motor Manufacturers and Traders is to work with elements of the brewing industry to develop ways of cutting the costs and environmental impact of its specialist transport systems. A particular aim is to explore the opportunities offered by technology transfer, as this generally means that ideas can be put to work quickly, with a minimum of expensive and often theoretical research.</p>
<p>Already one of the most promising lines of enquiry lies in the transfer of technology and established practice from other parts of the beverage industry. “Specifically, we’re looking at the possibility of freeze drying beer, said Robin Dickeson, manager commercial vehicle affairs for the SMMT.</p>
<p>“There seem to be some real opportunities here; beer is around 99.5% water, so if we could freeze dry it, deliver powder by road and the water through the normal water mains, we’d have a winner.”</p>
<p>Freeze drying has successfully delivered excellent coffee for millions of people over nearly half a century. The group believes that small vans could easily deliver the freeze dried equivalent to truck loads of draught beer. This would save huge amounts of increasingly expensive diesel and even more CO2   “Every litre of diesel burnt means over two and a half times its weight in CO2, so the environmental gains of using the existing water transport system, the mains, are very attractive.”</p>
<p>If the tests are successful following their start next year, Dickeson expects the group to turn its attention to other consumer products with a very high water content.   “Wine is a clear candidate too, as one might save the weight of glass bottles as well as the weight of that 99% water content.”</p>

<p><a target="_new" href="http://www.tfl.gov.uk/"><strong><font color="#0f70c5">Transport for London</font></strong></a> (TfL) has insisted operators do not need to keep paying £200 a day to enter the capital once <a target="_new" href="http://www.vosa.gov.uk/"><strong><font color="#0f70c5">Vosa</font></strong></a> has approved their abatement equipment, even though it can take up to 10 days for the data to be uploaded at TfL. The organisation has moved to clarify the situation after one operator was informed by TfL&#8217;s helpdesk that he would have to keep paying until his smoke test resultsappeared on its database.</p>
<p>Steve Coombes, who operates one truck as Coombes Transport, says he ordered his abatement equipment six months ago, but once he had it fitted last month, he then had to wait a fortnight to get a test with Vosa. Once his truck had passed Vosa&#8217;s test, Coombes contacted TfL to find out what to do while he waited for the pass to be logged.</p>
<p>&#8220;I was appalled to be told that I would have to pay the £200, or a £1,000 fine if I didn&#8217;t, until TfL has a record that my truck is compliant on its database and this could take 10 days. I was also told to check the system to see when my vehicle details were uploaded.&#8221; Coombes says he will not pay anything more to TfL because his truck is compliant and he does not have the cash flow to spare.</p>
<p>A TfL spokeswoman said: &#8220;If an operator&#8217;s vehicle has successfully passed a Vosa smoke test, they can travel within the Low Emission Zone (LEZ) without paying the daily charge. &#8220;TfL recommends that if operators are unsure whether or not their details have been updated on TfL&#8217;s database, they should log on to the vehicle compliance checker (www.tfl.gov.uk/lezlondon) or call 0845 607 0009.</p>
<p>&#8220;In the unlikely event that an operator receives a penalty charge notice under these circumstances, they can make a representation against it through the formal representations process detailed on the penalty.&#8221;</p>
<p>This &#8216;unlikely&#8217; event is happening on a daily basis. With &#8216;Transport&#8217; for London earning over £500,000 a week in revenue since the scam began.</p>

<p>Please help us all by voting out Ken Livingstone in May and putting a stop to this kind of nonsense legislation: </p>
<p>On Monday 31 March 2008, the foundation legislation for the issuing of parking fines in England changed (other legislation will cover parking regimes in Wales, Scotland and Northern Ireland). The key changes brought in by section 6 of the Traffic Management Act are:</p>
<ul>
<li>&#8216;Decriminalised Parking Enforcement&#8217; has changed to a new regime called &#8216;Civil Parking Enforcement&#8217;</li>
<li>&#8216;Parking Attendants&#8217; will now be called &#8216;Civil Enforcement Officers&#8217; (CEOs) to reflect their wider enforcement responsibilities</li>
<li>for the first time local authorities outside London will be able to use CCTV as part of their enforcement methods. PCNs issued via this method must give the recipient 21 days to either pay at the 50 per cent discount rate or to appeal</li>
<li>PCNs will be able to be sent by post where the CEO was prevented from issuing a ticket, for example where the CEO had started to issue the PCN, but the vehicle was driven off before they had chance to serve it. In these circumstances the PCN should be sent within 14 days of the contravention and the recipient should be given 14 days to either pay at the 50 per cent discount rate or to appeal.</li>
<li>local authorities must set two levels of penalty charges with the higher level applying to the more serious contraventions. Differential charging was introduced in London in July 2007</li>
<li>there is now a time limit for the Notice to Owner (NtO) to be issued by the local authority. The regulations impose an ultimate time limit of six months, but this should only be in cases of exceptional circumstances. The guidance recommends that NtOs should be issued 28 days to 56 days after the PCN</li>
<li>there is also a time limit for local authorities replying to appeals. The guidance recommends that decision notices should be served within 21 days. The regulations stipulate a maximum of 56 days</li>
